The only person that can do this is Dark52.
It can only be done when a topic shows that it needs to be a Sticky. I'm guessing you know what Sticky means.

Pretty much what wspyro said. From what I see, people usually ask Dark if he can sticky it and if he decides it's important enough, he will sticky it.

It means the topic is 'stuck' at the top of the list so it can't be bumped down.
