I would say that it is Hunter I know it has some sort of wings but Hunter made wings in Spyro 2 Ripto's Rage.

I thought it looked sort of like a scurvywing... you know, one of those pirate-bird thingys. It could be Hunter though; an interesting thought...I never thought of that.
