What language is that (when the guy is describing the "city")? And what movie/T.V. show/thing is he talking about?

However, I can see how you mean that Aquaria Towers does kind of look like that "city" from the clip.

It looks like Aquaria Towers for me, PSX was too weak to generate so many towers etc., so this city is familiar to AT for me.
BTW
It's Czech or Slovak.

Those Seahorses are cooler than those Seals in YotD. Cool image, voices etc. Except their king smilie
