Red and Spyro's part of the story, and its like Gnasty is part of the story. even when you defeat Gnasty Gnorc, theres still Gnorcs(his minions). Why can't there be mini red minions instead? I mean, Gnorcs are part of the story in every level.

The implication is that Red was making Gnasty's Gnorcs all along and that Gnasty was just resurrected to guard the dragon village. So the Gnorcs pretty much are Red's minions, just like all the other bad guys.

Red owns them all.

Oh,Red simply ordered them to stop spyro.As seen in the cutscenes,Red is very rude and selfish against the gnorcs: he said:He(spyro) is only a dragon whelp!Your master(Gnasty Gnorc) was useless dump of dragon dung!And you*something of mining dark gems,i can't remember.sorry!*of the rest of your miserable lives.This is the first and last time you bring me bad news!red then destroyes the gnorc.The gnorcs were scared of Red,and they followed red's orders just because they were scared of him.that's my version.

As Claw said about Red that Cutscene is when you are teleporting to the Coastel Remains.

I think Gnorcs, Rhynocs and Riptocs would obey anyone. That explains why there are good gnorcs working in Dragon Shores and why the rhynocs worked for the Sorceress, then for Grendor and then for Ripto.
