Most of the things the admin does. I'm pretty sure they can't permanently ban, though. That would cause mayhem. And they also don't have the ability to make people moderators and obviously, if they could temporarily suspend (which they sometimes can), they wouldn't be able to suspend others that are not lower rank than them (i.e. other mods and the admin).
