I can't beat Skabb, he's the stupid dog thing, how do you beat him on the second layer of health?

That one's kinda tough. I used Dragon Time to dodge most of his attacks. If I remember correctly, considering I haven't faced Skabb in quite a few weeks, you need to attack him while his sword's stuck in the ground. >.>

I had trouble with him too, but on the second layer of health I just walked around the room when he is shooting for the first time and when he shoots multiple bullets at once, I just stand in the far end of an arena and double jumped over them. I found double jumping helped a lot and keep double jumping over them until his gun goes out and use dragon time to hit the snot out of him. You'll have to repeat thesame process over a couple of times until you got him completely. He's dead after you diminish his second layer of health. I hope this helps. At least it worked for me.
