I don't think Skabb had a voice o.o. But if you are talking about the parrots, Jeff Bennett did Scratch and Kevin Michael Richardson did Sniff. I don't know which one's which though, sorry smilie;

Sniff is the purple one and Scratch is the orange one.

Skabb never says anything. He just drools and grunts. The birds do all the talking. Makes me wonder if he wouldn't have been a nice fellow if he'd just happened to find some kinder-hearted companions. I hope Scratch and Sniff come back for the next game.

I think Scratch comes back in the third game because he flies away in the cutscene after u defeat Skabb.
