Is this normal? [CLOSED]

When ever I go on a topic or topic list, there is a large blank space at the top of the page. Is that suposed to be there? If so then I really don't appreciate it being there.

Are you using internet explorer? Because that happened to me when I was using internet explorer.

No. The comment thing is, but not the blank space.
