Hunter, and even though he was underwater in Aquaria Towers, he complains that he doesn't want to get his fur wet in Sunrise Spring. Now you could say that the swim suit he wears in Aquaria Towers will keep him dry, but I'm sure water would still get into his fur. Video game logic. This is why we love Hunter.

Moneybags of course. No matter how the world changes around him, he is able to adapt and run a succesful business. But of course in the end they take his hard earned money like a bunch of common thieves.
