so technically you have to be 4'10 or shorter to be considered a dwarf legally ... so can there be illegal dwarves?? who are they??

Illegal dwarves are the ones that migrate to your fortress without having any worthwhile skills. Child dwarves are extra-illegal, because they don't work at all, they wander into dangerous areas and die, causing unhappy thoughts to their parents, and they drink your booze.
