Strange Packaging at Discount/Dollar Stores

As you can see, the packaging for these boxes I found at Dollarama (In Canada) have accompanied the wrong figures. But the bigger question is, does anyone see when they unbox these dollar store packs that the adhesive is weaker? Usually here in Dollarama, they have them glued lighter or use tape. Never have I seen it in other stores. Wonder why they do this...

The glue that the manufacturers use on the packaging deteriorates with time, so often the plastic comes away from the card, meaning that the stores have to glue or tape them back together.
