As long as you kept one eye on it, no. Since it can only move when you don't see it, as long as someone is looking at it at all it will be unable to move. I think in the episode Time of the Angels, Amy only closed one eye at a time to keep the Weeping Angel from moving out of the screen.

How long can you do the "alternating winks" thing without blinking? I still find myself wanting to blink after awhile.

As long as you focused on it I would think forever, although you would probably at some point slip up and close one eye before you opened your other one.
