Of course you do. You can keep it indoors and outside on a lead.

We live next to a main road so the second they saw someone they could easily jerk the leash out of my hand, they don't attack people but still people don't usually like having a 60+ pound pit bull running at them from across the street, we can't take them to the dog park because our chocolate lab attacks anything he sees and although our pit bull is just trying to play the other dogs still think shes trying to attack them, we can't afford training.

Besides as long as you make sure nobody finds the body of the cat you don't get any complaints.

The fact you don't have control over a dog as powerful as a pitt bull is quite concerning! Train them yourself, you're supposed to be the master.
