try opening a picture using IE. If you can then pin that to the taskbar.

Try typing "%ProgramFiles%" into the search bar in the start menu, then click on "Program Files." There should be a file there named "Internet Explorer." Click it and look for the application named "iexplore." That should take you to IE.
