It's both at the same time. Around 12 years old they split apart like an amoeba. That's back when they were the same person.

When casting little kids, tv shows often cast twins because there are laws for having little kid actors for long periods of time. They switch off between the twins from scene to scene within the same episode. The role of that girl in Full House was played by both Mary Kate & Ashley. WHo knows which it was at the time

As said before, back then they sometimes used twins due to child labor laws. That way one kid doesn't get overworked, it's one of the 2 girls. Maybe my "and" threw you off, but they were pretty much 1 actor.
