Should I buy The Witcher 3 now or later?

Now the Blood & Wine expansion is finished, the core game is finished with updates, I think.

I'm not a fan of digital-only content, especially when I have limited monthly wi-fi.

Will The Witcher 3 ever get a complete edition with all the DLC? It would save me from downloading stuff online.

Or should I just get the game itself the way it is now?

On that topic, should I start the vanilla game without any of the patches and before any DLC? I heard some of them make radical changes to the core game.
