So I have 43 dragons rescued, and mister Ballon man says I need 50 to go to the dream weavers l, but looking at the menu it's says I'm only mising 2 dragons ???

Sounds like you have missed out a level. Each homeworld contains three levels, a boss level and a flight level (no dragons though).

If you look at how many levels you got under each world in your inventory, you'll know which world you've missed a level in.
