Mods not showing up [CLOSED]

So I got the game Friday for my birthday. All is well with the game I love it. However whenever I try to exchange mods throughout a level I can only choose the starters and supercharged mods on all vehicles. However when I do pandergast races I can choose any mod that I got in a tool box. This is on the Xbox 360 version. Am I doing anything wrong? How can I choose from all mods during the story? Please help.
