This doesn't seem to be working for me. Even when I take ownership of the skylander. The hat they are wearing doesn't unlock on the list and if I remove/change hats it just goes away and I have to go back to trap team to get it.

nope, all hats are available in be found in superchargers, so there is no need like there was in trap team

The wording on the hat collection screen sounds like Jolly Bumble Blast and Kickoff Countdown's hats are the only ones you can't get from the game itself and need to be imported via their toys.

I don't have jolly bumble blast and I still ended up getting his hat randomly. I'm only missing the countdown hat now, but I've given up on it randomly appearing now.

Non random collectables wouldn't help your missing hat problem.
I'm all for random collectables, especially for hats coz they mostly arnt useful and there's way too many to have specific locations in game now.

But I think Stuff like soul gems should have specific locations. Even mods could've been a bit more prize specific. E.g. Win a sky race, get a sky mod etc.

I see that if you have the ufo hat card and place it on the portal it will be added to your hats. I was down to 264 of 266 hats and my last 2 came from 2 things that I completed a task from Pendergrass and then from Tessa I hope this helps you out. I have all 266 hats now it only took from Sept 20th till Oct 2 to complete my hats while playing the game 2 to 3 hours each day. I got most in the shop a good amount from the well and then a few from chest and the last from tasks being completed good luck.
