What. How can it not learn growl?

Last time I checked, Arbok can learn Fire fang, Ice fang, and Thunder fang, but not poison fang. Weird.

Well Golurk can learn Fly,but Shaymin Sky which doesn't even have wings somehow has issues flying someone around.

It's seen flying in the anime though with ease.

Fly takes the trainer along. Same goes for a lot of 'mons with Levitate.

You said it had issues flying around though, not using the move fly in general.
