what's the use of Skylanders characters' data? [CLOSED]

I noticed that some site( ngmore.com ) share the Skylanders characters' data(include superchargers and vehicles)
but how to use the data?

can they play by emulator on cell phone or PC?

thanks for your info, just registered a member,
it is really can download characters' data, a bin file.

but useless for me, it seems need to buy the device maxlander,
then you can use the bin file.

is it worth get this device?
