Portal Owner's Pack (Digital) Clarification

I bought the Portal Owner's Pack on Xbox One. Started it up last night and the screen says "Portal Not Plugged In" - it seems to require that to use even the Instant characters. I have portals so it's no problem, but it would be nice to have the option not to use it for digital characters.

That said, I've heard of some here being able to play with instant characters without the portal plugged in. Can anyone here confirm that has worked for them? Maybe I didn't leave the screen sitting idle long enough...

I think you're confusing it with the ability to use the instant characters even if you bought retail. I haven't seen anybody say they don't need a portal at all.
