Wii U- How to change to Off TV Play on title screen?

I really don't wanna move all my stuff to my living room, what method is used to change to off tv play before starting the game and viewing the first cutscene? All I can do is get to the difficulty screen. After that Is there an options screen or does the game begin?

There's an option on the gamepad when it shows the current quest, at one of the corners.

You can't switch to the game pad until the game is actually started. You don't need a TV though, switching over can be done without it. When you can switch, there will be an icon in the bottom right hand corner of the gamepad that you tap.
