No. You NEED, at least, a Land vehicle. Sea and Sky are optional.

No, you can't. A. You can't have your portal without a Vehicle and B. Land sections are necessary for level completion. I don't own the game, but I know that for a fact thanks to the Superchargers demo at Toy R Us.
