China. There was even some issues over someone stealing figures there to put on Taobao in the past.

I think Matteomax could answer this, he's the one that knows a lot about how the figures are made; it's probably somewhere in the Prototype thread but 16 pages of huge pictures might be too hard to find something on.

Nah, they probably aren't hand painted. Some of the details are way too hard to work on by hand. These are definitely made on production lines.
Some sloppy details (I:E; A Fling Kong I saw recently with two pupils in one eye) happen, but it's hard to pinpoint how this happens. ..But I guess we'll never know. Factories aren't open to the general public at all, obviously, and no one would just take a trip to China to get a tour of them. I mean, I'd like to see how they're made there, but I (nor would anyone else) be allowed to even view the factories. I'd personally try to grab a few off the lines before they get painted fully, lol.

This is what I thought they meant when they say hand-painted - large detail sprayed with stencils and more precise details like symbols or eyes with a stamper. I don't think the techniques have changed at all, just sloppier QC?
