Given the fact that each Trophy unlocks two tracks, as well as providing access to four Villains, I think it's entirely possible that there could be two Villains per track. This would support the fact that there have been more than 12 Villains shown, meaning we could have a potential 24 Villains in the game! Well, 25, but not everyone will have the Kaos Trophy.
