He does look a bit like hot head and his hot rod soul gem power, maybe the design originated there.

Hothead has a burn cycle as his soul gem so maybe it was based of that ?

It's a hint that VV didn't think this through because he's like Hot Head and Fryno, which they already created with motorcycles in mind and were sooo happy about creating him throught SF press videos.

I don't know about that but the Burn Cycle looks a hell of a Light Cycle from Tron Legacy and therefore I must have it lol.
