That people get spring/winter/fall/summer breaks at different times. I do not get it.

I think it's up to the state/city/town/rural area to decide.

Um. If it was district alone I think the college kids would have came out at the same time as the other schools.

See my friend who lives in the same district, got out to spring break earlier like 2 weeks earlier than me. I honestly think there is something more to it. Probably the city. Since the college is in a different city than where I live, but in the same district.

Usually it depends on when your school year starts/ends, as I know that California gets their spring break in April, but Arizona gets it in March. Cali starts their school year in Late August/Early September while Arizona starts it Early August, but Cali's school year ends Early June while Arizona ends Late May.

I think it mostly is determined by the school district, but actually makes sense in a way. It helps the parents so that all the businesses don't close because parents can't work because they're trying to take care of their kids and spend the break with them. Neighboring districts can very easily have different breaks. The district could easily work it so that different schools in the same district have different breaks. All High schools may run about the same, but the levels might be different, such as Elementary have Spring break the week before Jr High and the week after high school.

I always thought it was just district for a while, but nowI think it's more dependent on the school ? For reasons kind of similar to what you just said
There are schools in the same district and city as mine that have break earlier or later than mine does
There's three colleges that share the same campus/buildings in my city, but one of the colleges gets winter break (for example) longer than the other two do.
