Why do i have to wait for an hour before a topic can be closed? I need one closing.

I'm guessing it prevents people from making a topic and then closing it, like some sort of announcement.

Well i asked about the Windows messenger directory in XP, cause i was in school, no one replied, got home, found out and tried to close the topic.
