Frame Rate low on PS3 HD TV? [CLOSED]

I remember this question was asked earlier, but I don't know how to fix it~

I play STT on PS3, and I remember there being a problem with the frame rate being low on HD TV's, and the game sometimes acting a little laggy when many thing are going on at once, am I correct?~

Well, that happens with me..
I was wondering if anyone had a solution to this problem?
