SOOOOOOOOOOOOOOOOOOOO
I really want to get Trigger Happy Havoc/Goodbye Despair BUT I don't have a ps vita
Altogether I think was 200+ for everything? I could watch Let's Plays and all...but I'm not that kind of person...I want to experience everything first-handed.

Playstation TV is cheaper than a Vita. Depends on if you really want the Vita for it's extra features or would want other Vita game PS TV doesn't support.
The Vita alone will be almost $200. Then to get the 2 games you'd need $20-$40. PS TV is about $100 while a bundle including a PS3 controller would be about $130.

You COULD get a PSP and Custom Firmware it, and put the fan translated ISO's onto the memory card.

Fortunately Danganronpa 1 and 2 are some of the few Vita titles compatible with PS TV. It could be a cheaper alternative.
However, if you're into niche Japanese titles as a whole and don't like the limited scope of PS TV, getting a used Vita wouldn't be a terrible investment. The system has been seemingly abandoned by western devs and in some cases Sony itself, but it still has a thriving output of Japanese titles. |

For a PS TV,, do you need a PS3 for it? If yes, I was already planning to buy a PS3.

No. It's a standalone box you plug the Vita card in and hooks up to your TV. You then use a PS3 controller to play the Vita game on your TV.
