3DS Version - Best area to level grind in?

I got the 3DS version of STT alongside the Wii U STT Dark Edition, and I was wondering what area is best/quickest to level grind in the 3DS version.

The Nightmare Express "Clear as many wagons as you can in the given time" Challenge set on easy. 1 and a half runs to get most characters to 20 with the golden top hat. My best is 42 wagons while leveling characters.

Eh... I'm looking for an area I can go to without any adventure packs.
