Possible Glitch

On chapter 6 I have the first 3 stars and not the 4th, for the 4th the first 2 goals are checked but the last one says complete all goals 2/3 and it's not checked? What else do I need to do, i played finished under the time and didn't switch. I tried a few times

IS there a villain quest beside Brawlrus and Pepperjack, if so whereabouts and who?
