Remember how people were constantly complaining of how Trap Team doesn't have as much content as previous games? ...And still are kind of complaining about that? Well, I think the reason for that could be because of the tablet versions. They advertised that the tablet versions would be exactly the same as the console versions, just on a tablet. Maybe because tablets can't hold as much information as consoles, they only put in story, arena challenges, and Kaos Doom Challenges? Just a theory as the title says.

My understanding is that Vicarious brought the tablet version to market.
Understandable theory, and if so...not happy. I frankly think they have too many figures/villains to work on, and simply compromised other features. My theory is character bloat in the series.

Ok, I don't know absolutely anything about programming.
But I don't think the actual Skylanders take that much place, when coding the game. While I agree that a major lack of content is probably related to the tablet version (not only, but as long as they support the Wii and keep the "same content for all the console" politic, we can forget any online multiplayer feature) I also have to point out that a big part of the "missing" content, compared to the previous games (Quests, Heroics or Bonus Missions and other game modes) could have easily been transferred to the mobile version. I think it was a choice. Maybe a wrong one, but still a choice.

Could be very possible. Essentially they gave up extra features because of wanting version parity.
That actually happened with Smash Bros, where the Ice Climbers were scrapped because they couldn't get them to work right on the 3DS version.

Interesting points as well as feasible theories!! I just think, IMO, that the games are made too fast! As much as I like a new game every year, something will always be compromised to make that happen!

Nothing to do with coding imo...if OP holds true I think it was 1. to keep the size of the code down and 2. remove features that won't translate well on tablet.
IMO they have to be using some sort of virtualization to support this many platforms without having to re-code.

I think it was because they spent a ton of time time designing, modelling/animating, coding and testing a somewhat excessive amount of villains and couldn't spend that doing the same for more extra modes
