I have no idea. On one hand, it would be somewhat nice that superheroes register themselves with the government and act according to that government's laws, so that nobody tries to go rogue or be some sort of rebel. Tony has a point in that and he's just looking for organization among all supers. However, this regulation (if taken too far) can severely limit the powers of heroes and essentially give them an Other M-style situation ("no you are not allowed to use those canons unless given the order to!"). And it could also take away individual liberties of the heroes, as well as possibly force them to reveal their secret identities, which puts their personal lives in jeopardy. Tony Stark may be looking for organization among supers, but Steve Rogers wants them to have their freedoms as well.
I suppose I would side with Steve, since secret identities tend to be very valuable to many superheroes (like Spiderman) who don't want their friends and family to constantly be targeted by their foes. .....Oh was I supposed to choose based on who's more pretty? Quote: zer0dch

Well the problem is if people go through with the act then a lot of heroes identities will be revealed and if someone bad got a hold of that information they could kill a lot of superheroes aswell as their friends and families
Iunno if it'll be completely Civil War cuz at the end of Civil War Cap gets arrested and then assassinated and I doubt they'd do that in a Cap movie
