Maybe Toys for Bob used royalty-free music from a sound library for his theme? With 40+ villain themes to compose they probably took a few shortcuts.

Considering the variety of themes used for Villains and the fact their length is about 30-40 seconds, it makes more sense to use royalty-free or buy from third party content instead of hiring one or more musicians to create them.

It's likely they used Royalty Free music for some of the themes. I'm sure you'll probably come across some of the other ones too in other commercials.

Chill's theme sounds like just about any commercial or popular song in the 70s. Original it is not. But that's the point, given the name "Chill".
