This might sound silly, but in your imagination, do you think characters like Sunburn and Flashwing can fly, even though they can't in the game? They both have wings and LOOK like they should be able to, but I figure maybe the game makers wanted them to have other moves instead. But just as characters, outside of the game, do you think they can fly?

Yes. End of story.

Same thing goes for Spyro in almost every Spyro game, EVER. The least of things is that he can glide.

Sunburn for sure should be able to fly, Flashwing, I have my doubts. Maybe the diamonds/crystals that form her 'wings' are too heavy to lift her off the ground? Scratch as well would be able to fly and so would Blades and High Five. Again, my doubts only come up in Flashy

I think they can fly, they just can't ingame.
