You could always download Gimp? It's free and does a pretty good job. I use it all the time.

Edit: Didn't see that last part. Yeah just Google online photo editors and a ton of websites will pop up.

online image editor is probably your best bet if you can't download anything, it's good for simple stuff and can edit gifs too

The problem that I have with online image-editor is that I'm using a touch screen laptop so I can't move the crop border with my mouse and I am forced to use my finger which connects in the right spot 50% of time.
