Sorry if this is not new I haven't seen it until tonight. Some sort of Legendary Treasure Starter Pack and other goodies.

It's not a Legendary Starter Pack. It's just a giveaway promo using the "Legendary" branding. There's nothing stating a special starter pack.

Probably obvious but: I would not be excited about this if you are a Skylanders fan with most of the characters/other merchandise already.

Wait, that's it? I thought this was a special starter pack with Legendary figures, ala GameStop's Dark Edition. Definitely don't want to pick this up then.

I have to pull my reserve card back out, but I believe the wording on the back stated, you got a coupon for a free Skylander or Skylander Accessory. Assuming this means you basically get a coupon for any Skylander merchandise valued at (say 11.99 or less as I think that was the same value attached to the trap via Target's preorder) you can basically get a free corelander on release day.
