And how do I save a GIF to my iPad?

Apple products don't save GIFs. You have to do it in a computer. There are ways around it, but you basically need a jailbroken device.

When on a computer, find the GIF you want. Save it and do the changes that you wish. Upload it as you would a normal avatar. Make sure it's the size 100X100 or less and 30kb or less.
