it's a fossil pokemon! haven't played that gen, but i think the gimmick is that you can mix and match parts of a fossil to make that one. i think that one is dracovish

Yep the gen 8 fossils have a mix and match theme between vish, arcto, zolt, and draco
Arcto and draco act as "body pieces"
where Vish and zolt are head pieces.
