Then a dragon is a dragon to a limited extent if it cannot breathe fire or fly. It is still a dragon (in name only?) but lacks the signifiers that the West associates with dragon-ness.

Breathing fire and flying is what a lot of people (At least in western cultures) associate with dragons, yes, but it doesn't define dragons as a whole either. (Including within the West itself, in some cases)

The origin of a traditional “western” dragon, that is one that has four legs and breathes fire, is actually due largely in part to Westerners (Early Europeans mostly) traveling to places like Egypt and coming across a traditional Nile Crocodile. Through stories and fairy tales the creature was given wings and the ability to breathe fire.
