do chicken little and zootopia take place within the same canonical universes? they're both by disney and they both feature anthropomorphic talking animals..

No, too entirely different art styles and rules. Zootopia is populated entirely by mammals, while CL has birds, fish and mammals. Although, Zootopia's world I believe has been confirmed to have at least Reptile and Avian societies as well.
BUUT the direct's of Zootopia have implied that Zootopia is in the same world as Disney's Robin Hood, and that Nick is a decedent of Robin himself.

I hope so because then the chance of Chicken Little's dad being maimed by bears is maybe a bit higher

Perhaps Zootopia is the future of the Chicken Little Universe.
But what we should really discuss is if the Descendants Universe is the same timeline as the original Disney films it uses to make up it's characters. Along with who the heck Dopey had a kid with? My guess is Snow White
