That specific picture of Xandra is from the comic page where she razes an entire state of Neopia and only didn't rack up kills because everyone was turned into indestructible stone. She also constantly murdered and trapped people to get said city razing to work - in fact she holds the title of only onscreen kill after the site was turned into a kids' game rather than an university social game. It's par for the course.

Also, Kastraliss' sole presence in a town causes a plague. Food for thought.
