Maybe they won't rerelease him because they want him to stay sought after, just like in the plot.

The main thing is though he was never hard to get. That Adventure Pack is still readily available at most TRU. Second hand he is worth like nothing, easily obtained through Gamestop. They made a massive number of those packs, and continued to ship an assortment with it included well into Giants and Swap Force (it had 2 Pirate Seas, 2 Empire of Ice and 2 Dragon's Peak). I still remember the giant cart full of them at TRU the day it came out.
