There is this creepy guy at my school in my class, and today he sat by me and read his book.

He also asks me questions about pokemon and asks stupid questions to other people.

And when I was littler he winked at me a lot.... can someone help?

i mean, it sounds like he may be socially awkward and just wants a friend cuz everyone judges him without getting to know him first

The best advice I can give to you is "Don't judge people based on what you see." While actions speak louder than words, the intent of the actions might not be to be "creepy." They might just be out of loneliness.

By "creepy guy" do you mean "a kid who lacks social skills"? Or do you mean "some middle aged pervert who sneaks around the school with his hand in his pants?" Because that's an important distinction.
