To ignore the enthralling discussion on doge seamen, and to answer the OP...

I think long hair is associated with femininity because it's viewed as "beautiful", and physical beauty is considered more of a feminine thing (the male equivalent being handsome). Long hair is really soft and flowy, gives off a really playful vibe, and can be styled in many different ways, and it can rest around your shoulders like a pillow, so it's considered beautiful and elegant. On the other hand, short hair might be more associated with someone who is a practical worker or something. In that sense, maybe the association came from the times when women weren't even legally allowed to do work.

ok i return ready to answer the OP question too, i'll try to sum this up to the best of my abilities

This did come up in my philosophy class, apparently long hair used to be a dude thing but then WWI happened. Soldiers there had to have their hair cut short since long hair was a disadvantage in combat. This made standards for beauty change, and men with short hair became the COOL ATTRACTIVE THING. Long hair became a woman thing as a result, I suppose. It sounds pretty out there I know.

A similar thing is also why tans are considered attractive. People who have a lot of money go on vacations to nice sunny places and end up getting tanned. It became attractive since it makes it seem like tan people are rich.

^It couldn't just be WWI, though, unless all the movies set before WWI that I've ever watched are inaccurate when depicting hairstyles. While men back then are usually shown with longer hair in general, women are as well, so you had men with shoulder-length hair and women with hair down to their waists (often done up in ridiculous giant beehive shapes and whatnot).
