I can think of four possible reasons:

1. They can't tell if someone is joking or not whenever he/she does it

2. They just don't like jokes at all and are far too serious

3. It may be a joke they've heard before so it isn't funny to them in any matter whatsoever

4. It depends on what the joke in question is about. There's a 50/50 chance that it might be something hurtful/offensive to someone.

Yes, that can happen too whenever someone tells a joke. All in all, jokes can be like a two edged sword sometimes.
