As long as they are in figure form (aka frozen in our world) they are not anywhere else.
Do you remember Skylanders are not "toys with chips inside" but magical heroes wiped away from their dimension for one reason or another, who shrunked down and got frozen in the process, right?

If they are here, they are not there, or there, or there.
Unless they come in contact with a Portal.

Now I get they are also Amiibos and I don't think they have a defined lore (please correct me if I'm wrong) but Skylanders have.

Drek, skylanders has never really struck me as a franchise that was to concerned about the lore. Yes, they want to add appeal to the game by giving everything backstories, but they don't really care about making sure all the stories fit together. There are holes everywhere. Your particular point regarding skylanders not being available anywhere else...never heard that before. Not too surprising since I don't keep up with the lore. Regardless, they can and will break their lore/rules wherever they see fit. Have always done so. You could easily write a book on all the things that don't make sense in Skylands.

I know it sounds ridiculous and will never happen but it should since they are now both frozen in our world and unless they constantly use Amiibo-compatible game or create a lore explanation Donkey Kong and Bowser should never appear in other games again.

I get what you arr saying melvimbe, but don't entirely agree.

Nonsense and silly things happens all days in Skylands because it is a magical and whimsical place but it's different from saying it hasn't a compelling and coherent lore.
They are actually building it quite well, not only with the games but with the books and comics.

However, you don't need to be a fan of the lore to know the Skylanders' story, it's all in the first trailer: they were banished from the Skylands for different reasons, shrunken down to toy size and got frozen.
And as long as they are here and a Portal Master doesn't use them, they are here for good.
The Portal is what we use to bring them back inside the Skylands.
Without doing so they are forced to remain in our world.

Of course they can do it, and probably will but this doesn't stop me from shaking my head since they went against their own idea.

I'd say they are upgraded versions of the Skylanders who were so strong to break free from their frozen condition in time to get an aesthetic change and new powers.
After all the first line of reposes from Giants almost entirely have looks that come directly from their upgraded powers (Slam Bam's armor, Gill Grunt's new weapon, Stealth Elf upgraded daggers).

However not anything has a lore explanation (I don't think Spyro has 1000000000+ clones ) but what has it should keep it intact.

I have my own headcanon for how Skylanders stay frozen, yet seem to still live in Skylands. The first time they are put of the PoP they permanently return to Skylands. You putting the toy on later just summons them from where ever they are in Skylands.

For reposes, instead, they're not characters, but upgrade holders made by the Portal Masters at TFB and VV for the Skylanders.

I guess your first idea works too but why would they always need Portal Masters, then?
I guess they would help but... Don't know, not totally convinced but it could work.

With the whole DK and Bowser talk, I am actually also a little peeved as well, for the fact that I will have to either buy a Spitfire/Hot Streak Double pack or single packs, or get another starter, just to get two character that happen to be exclusive to the other consoles as of now. I appreciate the fact that DK and Bowser are in Skylands, and wouldn't mind at all if they were alternate versions of a starter pack, or if they were even packaged with the Nintendo Starters with Spitfire and his vehicle, but completely replacing them is what really irks me.

With the whole lore thing, I believe that the Portal acts as the gateway back to Skylands, and the collections show just who you brought back yourself, and found yourself as well. DK and Bowser share the same story, they were called to Skylands, and answered it, but were sent here the same way the other Superchargers were. But, when they were returned to Skylands, that also opened a rift back to their own respective worlds, were they could be sent home away from Portal Master magic. But there is one other explanation: Since there are other worlds, whose to say that the rift that brought DK and Bowser here, brought the two from another dimension?

Think about it, the other DK and Mario games that will release in the future will almost assuredly have their main protagonists and antagonists, so DK and Bowser out of the picture wouldn't make sense would it? So what if they were brought here, just from a slightly different dimension in the universe? That would solve this problem of lore, and also would make sense as to why they had never disappeared from their own games! Make sense?

I personally think the Nintendo's e3 conference was awesome! But there should've been more news.
