I think it'll work if you use the original DS Download Play, there should be an option for that in the 3DS's menu somewhere.

It should work connecting with the Gen 4 games. I haven't tested it out myself, but there isn't a reason it shouldn't.

I don't think you can connect with X/Y though, so if that's what you're trying to find out, the answer is no.
